New Black Wall Streets Across America

Black America
Delivery Scorecard

It is time for America to pay its debt.

This is the cost Black America has paid.

We’re watching—and we’re keeping score.

Reparations. Protection. Civil rights.
Ownership. Opportunity.

Verified vote records · No letter grades assigned
All 15 Michigan records show the actual votes reviewed and how many matched the stated benchmark. The full grading system is still under development. Read freely without signing up.

We will follow the commitments, legislation, votes, funding and results across five priorities. Promises alone will not earn a passing grade.

Reparations
Compensation and a workable path to payment
Protection
Safety and enforceable accountability
Civil rights
Voting protections and meaningful remedies
Ownership
Land, homes, businesses and generational wealth
Opportunity
Children, education and economic progress

Ownership includes the land

Land, homes, businesses and generational wealth.

Land holds family history, a place to live and the foundation for wealth carried across generations. Ownership belongs on this scorecard.

Under Ownership, we will track legislative action on land loss and dispossession, heirs’ property protections, access to ownership records, and funded remedies that help families protect or recover land where a valid claim exists.

Looking for family land?

Our existing Land, Legacy & Recovery resource helps families begin with deeds, ownership transfers, inheritance and probate records, and identify appropriate research and assistance pathways.

Explore Land, Legacy & Recovery →

A historical connection, present ownership and a recovery claim are different questions. Records and the law that applies to the particular land determine the available next steps.

H.R. 22 · Safeguard American Voter Eligibility Act (SAVE Act) · Yea

U.S. Representative, Michigan District 7 · 119th Congress, 1st session · 2025-04-10 · House roll call 102.

Exact question: On Passage. Text version: Engrossed in House (EH), 2025-04-10.

Benchmark: Nay. Recorded position does not match the stated benchmark.

Would require documentary proof of U.S. citizenship for federal voter registration, including specified alternatives for applicants without listed documents. NBWSAA’s benchmark opposes this additional registration-document requirement. That is an editorial voting-access judgment, not an official congressional grade.

Passed House, 220–208, with 5 not voting nationally. The retrieved action snapshot ends with Senate receipt on April 10, 2025; no enactment is shown there.

This establishes the member’s position on this bill. It does not establish motive, implementation, reparations paid, or benefits reaching households.

Letter grades and percentages were withdrawn on November 4, 2026 because they overstated what unequal samples of one to three votes could establish. Counts and verified vote records remain. The full grading method and evidence requirements are unfinished; no overall rating is assigned.

Official source updates may precede November 4. Later actions, votes, withdrawals, committee work and implementation remain to be checked. Missing evidence is not a zero score.

From promises to a public record

What Changed

A bill introduced, a vote cast, a law enacted, money appropriated and benefits reaching people are different events. We intend to make each step visible.

Member action and actual delivery

A member’s action rating will describe their documented conduct. The delivery record will show what actually became law, received funding, was implemented and reached people.

32 verified member-vote entries across four roll calls
31 House passage-vote entries and one Senate procedural-vote entry are displayed across all 15 Michigan records. Earlier letter grades and percentages have been withdrawn. The 2021 bills did not become law in that Congress. No reparations payments or household delivery have been established by these entries.

A study is not compensation. A vote is not a payment.

Evidence before a grade

How We Score / Corrections

How to read the selected vote records

No letter grades or percentages are assigned. The full grading system, evidence requirements and rules for issuing a final grade remain under development. A record showing “1 of 1 selected votes aligned” means one matching vote was found in this selected sample. It is not equivalent evidence to three matching votes and is not an overall performance rating.

The sample contains three House passage roll calls and one Senate procedural roll call. It is not an exhaustive legislative history. A member’s record includes only votes they could cast in the office held at the time; a predecessor’s votes are never transferred. Slotkin’s earlier House votes and Peters’s Senate procedural vote are explicitly labeled.

Stated benchmarks for these observations

  • H.R. 1280, 117th Congress, March 3, 2021, House roll 60: Yea on the George Floyd police-accountability bill.
  • H.R. 4, 117th Congress, August 24, 2021, House roll 260: Yea on the John Lewis voting-rights bill.
  • H.R. 22, 119th Congress, April 10, 2025, House roll 102: Nay on the SAVE Act’s additional documentary proof requirement for federal voter registration. This is an editorial voting-access benchmark; the bill includes alternative-document procedures. No measured racial impact is asserted here.
  • S. 4, 117th Congress, November 3, 2021, Senate roll 459: Yea on cloture on the motion to proceed. This was a procedural vote, not passage.

The count shows how many reviewed votes matched these stated positions. These benchmarks were selected after the events and do not constitute a completed grading standard. Missing research, absence, abstention and opposition are different findings; missing information is not a failing score. Neither a count nor cosponsorship establishes enacted protections, compensation or benefits delivered.

Public correction · November 4, 2026: We withdrew the earlier letter grades and percentages because samples of one, two and three selected votes were presented in a way that could imply comparable overall performance. The verified votes, sources and sample counts remain. A complete grading method will be presented for review before final grades are issued.

Sources: official House and Senate roll calls, bill text and official action histories. Research and source rechecks were performed by the same assistant; independent human verification is not claimed. Corrections may be submitted using the contact link below.

Our proposed 100-point framework assigns 30 points to reparations and compensation; 20 to protection and accountability; 20 to civil rights and voting; 20 to ownership and opportunity; and 10 to public accountability.

Detailed tests and review periods must be set before grading. We account for chamber, committee role, authority and available opportunities. Unknown information is not automatically a failing score.

The full five-area grading method is unfinished. No final grades will be issued until its requirements are settled, the required evidence is reviewed and Renee approves the method and publication.
